Different circ rule by location

I try to set the circ rule by location, with same user profile and material type, but folio match the fallback-policy.

Would you please give me any good idea? Any help would be greatly appreciated! Thanks!

priority: criterium( s, g,m,t, c, b, a ), number-of-criteria, last-line
fallback-policy: l no-circulation r no-request n no-notice
