Authentication/Authorization birds-of-a-feather discussion

This SIG may not be needed. The User Management SIG that is now starting up contains the scope that was in the proposed Authentication/Authorization SIG, and I had not kept track of that change. Thanks to Julian and Dracine who, in separate calls today, helped me sort this out. If there are any questions, please post here or let me know.
